When you reinstalled the operating system, did you install the Dell System Software(if applicable) and the chipset drivers first? If not, the rest of the drivers will fail to install. How to Download and Install Drivers in the Correct Order

Start with the Dell System Software and the chipset drivers and follow the list.

Also enter the BIOS, press F2 at startup. Change the system from Secure boot to Legacy boot and see if the touch scrren works.

Hi snCristianm,

Inspiron 3421 comes with an optional touch screen which needs to be selected at the time of purchase. It you bought the system with touch screen, it should work. Click on the link http://dell.to/11iojrK -> type the Service Tag of the computer -> click on System Configuration, check the details where LCD is mentioned. 

In case you are unable to find the information, then you may provide the service tag of the computer and the first and last name as it appears on the account via private message (click my username and then click Send a Private Message) so that I can check the system details.

Hello,

Please sir i would like to know if my screen has touch option or not, i tired to check but i don' t know how.

I have dell 3421; Thanks for your help.

Open the device manager - if it's a touch screen, you'll see an entry for the touch panel (whether or not there's a driver loaded for it).
