Am sorry to hear about the issue that you're facing with the system. Can you enlighten me more about the issue? What exact error that you're getting when loading the windows 8 to your system. And also, are we talking about a brand new system. Glad to help.
It will go to the boot up screen which shows the "Dell" logo and it won't load past that and does not let me go into the booting options. It will let me go the BIOS menu. and i have tried to switch the booting settings.

Please continue with DELL-Andrew F
When you changed the BIOS from Secure boot, did you enable Legacy Boot?
Also press F12 at the Dell Screen and run the full diagnostics. Report back any error messages.
You said you purchased in December, 2012, correct? If yes, the system is under warranty and DELL-Andrew F can help you.

I have tried the steps that were provided by a Dell Assistant here: en.community.dell.com/.../20410734.aspx
The steps go as followed:
1. Tap F2 at the Dell Logo to enter BIOS or System Setup and click Advanced
2. Set SATA Mode to AHCI
3. On the 'Boot ' tab set 'Boot List Mode' to UEFI
4. Set Secure Boot to Disabled
5. Save changes and Exit BIOS
Even after trying this, I still have not had any luck getting past the Dell logo.
I have a Windows 8 DVD that I have tried to boot to no avail, it well just stay stuck on the Dell boot up screen.
I had heard that Dell released an update that may have caused this problem

Also, the system was purchased in December 2012. It stopped working properly around May-June

I did enable Legacy Boot.
I will run the full diagnostics once I get a chance today.
Just checked and the computer was purchased November 2012.
