I posted this same question/issue on techsupportforum.com, and someone replied with the suggestion that I open an administrator level command prompt and run the following:
sfc /scannow
A single corrupted file was found and fixed, and though the name of the file didn't suggest any connection to Control Panel, that repair seems to have fixed my problem.
