Have you disconnected/reconnected the monitor USB upstream cable from both the monitor and computer?
* Go here and download/save WebcamViewer.exe to your windows desktop http://pages.suddenlink.net/downloaddell/WebcamViewer.exe * Double-click WebcamViewer.exe * WebcamViewer opens. Click the down arrow. Is the SP2008WFP listed? If yes, choose it. Then click the Connect button in WebcamViewer. You should see yourself. If this works, the webcam hardware is functioning
I'm using a Dell XPS420 desktop. The operating system is Vista Home Premium 32-bit. Yes, I have tried disconnecting and reconnecting both ends. I selected the webcam and connected , but I continue to see no image. A dialog box pops up stating "Cannot connect device. The device may be already in use.". Note that no other applications involving the webcam are open during the attempt. The Dell webcam console opens when "connect" is pressed. I assume that is normal, though.
Windows Defender, ECenter, HCIMNTR Application, Microsoft Windows Mobile Device Center, Intel Hub Connect Technology, Intel Viiv Software, DellSupportCenter, MobileMe, dldwmon.exe, dldwamon, dcmsvc, Adobe Acrobat, Adobe Reader and Acrobat Manager, Apple Push, Avira Free Antivirus, Quicktime, Java Platform SE Auto Updater, Catalyst Control Center, OEM03Mon.exe, Itunes, Microsoft Windows Operating System, DellSupportCenter, Software Manager, Bluetooth Software, Digital Line Detection.
Dell mouse, Dell keyboard, upstream cable for monitor integrated camera, monitor vga cable with dvi to vga adapter, black green and orange audio plugs for Dell 5.1 surround sound.
Open MSCONFIG, remove checks from these: ECenter Microsoft Windows Mobile Device Center DellSupportCenter MobileMe Adobe Acrobat Adobe Reader Acrobat Manager Apple Push Quicktime Itunes
Return to MSCONFIG and set it to Normal. Maybe the webcam is non-functional. If under warranty, we would exchange it. But it came out in 2007 so I doubt the warranty is still live.

"The device may be already in use."
Some software or device is grabbing it. Open MSCONFIG, list everything under the startup tab.

At this time, other than the mouse, keyboard, and monitor. What else do you have plugged into the computer and the monitor USB ports?

Nothing else is plugged into the USB ports. All ports are functioning as well.
