Please note the following about the Windows Experience Index:
In Windows 7, the maximum score is 7.9. It was 5.9 for Windows Vista users. It is 7.9 for Windows 8 as well. Microsoft’s Knowledge Base Article states “the index will expand to 8.9 or beyond, to accommodate faster hardware”.
Further the article states, “These users, who carefully select each component of their high-end, home-built computers, strive for the highest possible Windows Experience Index score. Those who achieve the elusive rank sometimes post their numbers, along with a list of the parts that made it possible, on message boards and forums.”
The above two points allude that the Windows Experience Index is likely to vary with the market-trend of available Hardware and the ratings posted by the users.
There are a few more points to consider:
If your PC is running on battery power, a performance assessment won't reflect its true capabilities.
If your PC is using an older version of the video driver, your scores might not be updated. Please get the updated drivers from here. When updating the drivers please uninstall both the drivers first. Restart the computer and first updated the Intel drivers and then update the AMD drivers. This should help in updating the Direct X version also.
Thanks for the reply Zohaib. Windows indexing experience assessment cannot be run on batteries, so this rules out the first point you mentioned. I will try the second approach and see if the problem is solved or not.
I have downloaded the driver for Intel HD 4000. When I uninstalled both the graphic drivers and I try to reinstall the HD 4000 driver an error message appears saying 'Your computer does not meet the minimum requirement to install this'. This error message also appears if I try to install the driver from my Drivers disk. It ha been since the first time I bought the laptop. So what I did was live with the automatic installation of driver. What should I do?
Was the Operating System re-installed on your computer? If yes, was it a Factory Restore or a Fresh Installation using Operating System re-installation Media?
My old HDD got corrupted, so I had it replaced by Dell under warranty. After that I reinstalled the OS using the Disc provided by Dell which has a label: 'To re-install the OS already installed on your system'. You can figure out whether it was a fresh copy or system restore. Its a x64 system by the way.

The order of Drivers Installation has to be followed in case you have installed the Operating System afresh. Please install the drivers in the correct order starting from the Chipset and check if this makes any difference.

The rating for the HD 4000 did rise to 6.5 again, but shouldn't it be higher? When I bought the laptop an year ago, Intel HD 4000 was the latest one released, and it shoud had 7.9 rating but it was 6.5. However, I will confirm it with Microsoft.

This is a fresh installation of Windows. When installing the Operating System afresh, you must install the drivers in a particular order. Just to make sure, did you install the drivers in the correct order mentioned in this video?
