Go here. Make sure it is on Windows 8 64bit.

Reinstall the two Chipset drivers. Restart the system when done.

Then go back to that page and open Video and install our AMD WHQL driver. Restart the system when done.

I did not see Catalyst Control Center when right-click

maybe I did not install the right driver?

Can you recommend the correct driver?

The Ati Catalyst scaling default is set to around 7.5 which causes a thick black borders around all 4 sides of the display.
* Right click on the Desktop
* Open the Catalyst Control Center
* Switch to Advanced mode
* Click the Dropdown Menu Graphics in the top Right
* Select Desktops and Displays
* Right click on Currently Active Display. There is a little picture of a tiny Monitor and tiny Arrow at the far bottom left of the menu. It is this tiny Arrow that you left click on, then click Configure. Then the following 6 buttons will be available to you:
Attributes
Avivo Color
Scaling Options
HDTV Support
LCD Overdrive
Pixel Format
* Under Attributes, check the Enable GPU scaling box and the Scale image to full panel size
* Click Apply
* Select Configure
* Click on the Scaling Options tab
* Move the scale to the right until you get a full screen image 0%
* Click OK

Did you recently reinstall the OS? Is this a Dell computer?

I do not know what's going on, but I downloaded the driver, installed
still see nothing
does not seem like the driver is installed ...

Yes, it's a Dell XPS 8700

I did use the recovery disk once to reset the system after I setup a wrong user account. 

Maybe the recovery disk is missing something?
