I understand your frustration. Dell has made some improvement and some issues can be helped by employees in the Philippines. These employees are much easier to understand than those in India and, apparently, are happy with their jobs because they are friendly and interested in solving your problem. My issues have been software-related so I don't know if the Philippine call center handles the return of hardware. You can at least call and maybe they can get you to someone who more willing to help than anyone you have talked to so far. The number I call is 877-790-3355.
Regardless how much you pay for a product, if it comes with a warranty, the customer service representatives should be understandable and friendly. I didn't build a million house but I still expected my builder to do quality work. When I had a problem, he made sure it was fixed so I would recommend him to other members of my community. Dell wants the same thing to happen so customers need to provide feedback on bad service.

If you care about where your customer support is based, are you willing to pay more for it????
North American-based support is certainly available. It is called Pro Support and it is available with the more expensive Latitude line of laptops.
