Dell Inspiron 7520 SE comes with switchable graphics. To make the switchable graphics work on your system you will have to install video card drivers from Dell support site only. I would suggest you to uninstall the video card drivers on the system. Please follow the steps mentioned below to uninstall the video card.
Click on Start button.
Start typing devmgmt.msc and then press enter.
Select the both graphics card device under display adapters and right click on it
Now select properties.
In the properties window, under Driver tab, click on Uninstall button.
Check “Delete the driver software for this device.”
You want to delete the driver click OK.
After the uninstall finishes restart the system. Then reinstall the drivers using the link below in a sequence below. Please download the BIOS, Intel driver next and last AMD driver. Please enter your service tag # on the link below, select the Windows 7 operating system, and then download the BIOS from the BIOS section and Video card drivers listed from Video section onto the system and install it.
Thanks for the reply. I did what you said, Skyrim and other games work now, but they use the wrong GPU. I went into the switchable graphics and set them to the high performance AMD graphics, but in game it just shows up as Intel again. Also, the drivers you told me to download are extremely outdated compared to the official releases. Is Dell going to release updated ones soon? That would help more than anything.

In Muxless hardware design, the switchable graphics will use appropriate video card to assigned application from the catalyst control center and process the graphics of the application and give the output through the Intel’s integrated video card so using any application on windows you will not be able to see the discrete video card.
Therefore, when you are using graphic intense programs, (Example: Playing games, video editing, photo editing) the discrete graphic card turns active.
However, during normal usage, if you are viewing applications like office, power point or word documents the integrated graphic card turns active.

Okay. What about the black screen issues? It happened twice this morning. It seems like it's common when the screen is about to dim to save power. It just goes black and I have to press the power button to get put it to sleep and then resume it. I would really like to fix this issue as soon as possible.
The issue is still occuring. Also, I've been using Ubuntu 13.10 for the past couple days and have had zero issues. That tells me the issue is the graphics driver in Windows. When will there be a graphics driver update for this laptop? That's all it would take to fix this issue. Otherwise the laptop is fine.
I would suggest you to restore the system to factory state or reinstall the operating system for further troubleshooting. After the windows installation please install the drivers in correct order using the link below.
During the video card drivers installation keep in mind to install the Intel video card driver first and then install AMD driver so that switchable graphics work and you don’t face any black screen issues.

I face the same problem too, screen blackout and need to press power (to sleep) and power on back.
How could solve this problem?

I would suggest you to connect the system to an external monitor and use it for some time and check if the issue reoccurs.
