Intel has found the solution for the dell quickset error message.
I just installed Intel® PROSet/Wireless Software for Bluetooth® technology version 3.1.1311 from http://www.intel.com/support/wireless/wtech/proset-ws/sb/CS-034060.htm and the quickset error is gone.

Hi jzhangphd,
Could you tell me whether you are able to go online wireless?
Did this issue occur prior to installing windows 8.1?

In the radio control option, if I select both the Wifi and WPAN, the wifi light works fine. If I just select wifi, the light is always on.
And there are still error message whenever I open the mobility center. Error found! Submit this issue to the Quickset owner.

I tried the following step to solve the error "Error found! Submit this issue to QuickSet owner!"
1. Uninstall the Wireless Bluetooth driver from DELL.
2. Install the driver from Windows Update.
After this, the driver version for Intel Centrinon Wireless Bluetooth 4.0 + High Speed Adapter would be 3.1.1309.385.
But the touchpad light is still not working.

I've had the exact same problem. However, with mine it doesn't even show an error message, it just asks for my permission to run and then doesn't run.
