The Dell restore partition is encrypted - it cannot be cloned.

Ahh, I see. Well, that explains the Dell restore ability, but I still can't use the built-in Windows 8 Refresh/Reset capability. The icons for those no longer appear when I go to the "Troubleshoot/Advanced" menu in Windows.

Try turning off the system restore function, save, and reboot. Then turn it back on again.

Unfortunately, this suggestion made no difference. The refresh/reset options, along with some others no longer appear in the troubleshooting screen.
