Microsoft Tech. Level 2 recently 'temporarily' uninstalled many items in order to install one of their problematic Service Packs. I cannot follow the directions to install Web cam which was originally on my computer. I'm on my last hour of many and need assistance. Isn't there a simple way to do this?

I see you are stressed out so please don't take this the wrong way. You are off topic for this thread and you have not provided enough information to be able to help you. You ought to start a new thread for your issue.
If all you need to know is how to install the webcam central software you should include the full model name of your laptop and the Windows operating system you have.
I have to go off line now and won't be back until tomorrow a.m., but someone else might be around tonight who can help you out.

Edit:: I have located the source of the problem at least. It is power related.
When I set my Power Plan to "Energy saving" the crackling sound is gone. It also disappears when I unplug the power chord.
But as soon as I switch back to "High Performance" (as is it needed to play games) the crackling sound reappears.
Strange!
