From my limited experience with Android devices (just an orphaned Edge tablet), I think that it's telling you that the application launcher is trying to do something and that something isn't happening. In other words, say you have a gadget that has a damaged file or some startup program that is hanging. I'm guessing that going back and uninstalling apps/gadgets one-by-one using a last-in first-out process may find your problem for you.

Also you could try deleting all your application data to see if some temporary file is the problem. On my Edge, it's at Settings - Applications - (manufacturer).

Then again, maybe the OS is hosed. This would mean it's time for a factory reset. Remember to back up your contacts, phone log, email etc. before performing a reset.
