The Dell Wireless 1703 802.11b/g/n (2.4GHz) is a 2.4GHz adapter.
Are you in another Country? Some Countries outside the United States offer these channels. Downloading the drivers for your Country, should activate these channels.
Click on More Filters. Select the proper language for your Country. Then click on network and download the drivers for the wireless adapter. Save them to your desktop.
Make a system restore point.
Hit the Windows key and the x keys at the same time, device manager, network. Right click on your adapter, left click uninstall. Tell it to remove the software and drivers.
Restart your computer. When you login, the new hardware wizard will try to install the adapter but fail. Install the drivers you saved to your desktop.

I am in other country and as far as I know there is no separate driver available.

Do you have the 2.4GHz channels of 12 and 13?

Follow the steps but there is no updated driver available. The DW1703 should allow all channel up to 13 as most of world allows that.
