I’d suggest that you update BIOS and chipset driver on your computer to check for issue resolution. Please enter your service tag # on the link below, then download the BIOS from BIOS section and chipset from chipset section onto the system and install it.
When you change themes on the system from Aero to non Aero the flicker occurs. Please let me know if you are facing the issue reoccurs at a other time.
What do you mean by non Aero? Do you mean the High Contrast Themes? No when I just change it from the Main orange theme to another themes they are called "Flowers" "Lines and Colors".
The Aero theme Desktop Experience is a combination of glass-like visual effects, widgets and color schemes that make the desktop unique compared to how other themes are implemented. Disconnecting of the USB devices from the system is not related to power share port.
I would suggest you to uninstall the USB Root Hub in the device manager and check for the issue.
If the above steps do not work then please perform the following steps to restore the system back to factory state.
Plug in the AC adapter.
Point to the right hand corner of the screen to bring up the charms bar.
Click Settings.
Select ‘PC settings, In the PC settings window, select ‘General’.
Once “General is selected, on the right side scroll down to click on ‘Restart Now’ under Advanced settings’
In the next screen click on ‘Trouble shoot’.
Click theDell Backup and Recovery icon.
The system restarts and comes back up, click ‘Next’ on the Dell Backup and Recovery Screen.
The system would be checked to see if the smart repair option can fix the issue, click ‘Next’ once this is done.
You will be prompted to select the backup to be used, click the factory image option or select from one of the backups. Click Next.
You will be prompted to back up your files, if needed do so by selecting the option ‘Yes, backup my personal files’ (Make sure to have an external backup hard drive handy.) or select No, Erase my files.
The system goes ahead and completes the restore of the operating system. Click Restart when prompted.
Follow the on-screen instructions to setup the system with windows.
Note: Please backup your files before following the steps above to recovery to factory state.

I did updated the BIOS to the latest driver which is V05
I also update the chipset driver.
The issue is persistent.

I would suggest you to follow the steps mentioned below for issue resolution.
Then Reboot computer while pendrive is inserted in USB
Then connect to the internet and check for issue resolution.

Damn, I think this problem happens with Windows 8.1 only.
What is the *** problem with 15z 5523 and Windows 8.1????!!!!
I also get an issue which the screen quickly flickers when I switch back to the main theme.

I discovered that I am using the mouse on the USB PowerShare Port.
