I would suggest you to uninstall and reinstall the video card driver from Dell wesite as these drivers are tested on the Dell system. Please follow the steps mentioned below to uninstall the video card.
Open the charms bar by moving the mouse to right top corner of the screen and inthe search box, Start typing devmgmt.msc and then press enter.
Select the Display adapters listed and right click on it.
Now select properties.
In the properties window, under Driver tab, click on Uninstall button.
Check “Delete the driver software for this device.”
You want to delete the driver click OK.
After the uninstall finishes restart the system. Then reinstall the Intel video card driver first and then AMD card driver on the system for issue resolution. Please enter your service tag # on the link below, select the OS, then download the video card drivers from Video section onto the system and install it.
I mean that AMD drivers had some issues with Enduro Systems i.e WAKE UP FROM SYSTEM SLEEP or Hibernation will not work because AMD developers have not fixed this issue yet.
BUT DISPLAY TURN ON/OFF BY CLOSING/OPENING THE LID OR BY DISPLAY OFF TIMEOUT WILL WORK FINE.

Here's the solution for your problem.
1.Remove your previous both intel and amd video drivers completely (Also clean registry by CCleaner).
2.Download and install latest Intel graphic drivers (Intel HD4400) from here https://downloadcenter.intel.com/default.aspx
and restart the system.
3.Download and install AMD graphic drivers from here http://forums.guru3d.com/showthread.php?t=391976
and again restarts the system.
4.Disable the Sleep in Power setting as system wake up from Sleep problem is not fixed yet.
5.Now your laptop Screen (Not System) Sleep/Wake problem is gone.
If Laptop face BSOD each time when windows boots up,then do following steps.
1.Open 'Advanced System Settings' (From Left side Menu in 'Control Panel\All Control Panel Items\System')
2.Open 'Startup and Recovery' Settings and uncheck "write an event to the system log"
3.Check Automatically restart and select 'none' in Write debugging information.
All Done.

I already fixed my problem by those steps, yea now it turns off display well...
