Also when I try to upload a screen shot to the website, it will say "uploaded" after I select the file but immediately goes away when I exit the uploader.

I have had the same issue. I read from a post to download and update BIOS and then downloading newer Wireless/Bluetooth Driver. Simple enough right? Wrong. I can not delete current driver. I have downloaded new driver and attempted to install it but 3/4 installed screen pops up "activate wireless switch" I hold down FN key and press F2 key (switches wireless on and off) installation hangs then stops. I am providing this information so you might try it, maybe it will install for you? I am still without use of the Bluetooth feature. Dell knows this is a problem with Windows 8.1 yet remain silent and pretend it is not happening. Good Luck

Hey, I think I have found a solution to this issue. After a few months of searching that the service was being stopped due to an issue in the drivers system log on credentials.

You can fix this by hitting (Windows Key + R) and typing in services.msc and look for the Bluetooth Support Service, and double clicking it to bring up its properties, then move to the log on tab and type in "NT AUTHORITY\LocalService" (no quotes) as your username, and clear out the passwords and leave them blank, hit ok, and go back to the services list, then right-click the Bluetooth Support Service click start and you should be done. Hope this helps you out.

its not working bro i tried but stil cant pass pic to my laptop via celphone bluetooth before no problem with this until i update to windows 8.1 then bluetooth not working
