Please run the diagnostics on the computer by following the steps mentioned in the video below and check if there is any issue with the hardware on your system.
Thanks sir I ran the diagnostic and everything passed and it still get the blue screen when trying to install windows 8. I know it's not my copy of windows but is there anything else I can try
Execute Disable Bit must be enabled in bios for windows 8. Its in bios under security. Core i7 i7-2630QM 2 GHz Processor - Socket PGA-988 should have no issues with this. HOWEVER I have seen issues when installing 64 bit os where it crashes with more than 2 gigs of ram installed. If you start with 2 gigs and then upgrade AFTER its installed its fine but reinstalling requires you to remove ram to get to 2 gigs or less. OR Download a 32 bit version of windows 8.1. If you want to install or reinstall Windows 8.1 and don't have installation media, you can create it from this page. You’ll need to use a PC with a reliable Internet connection and either save the installation files to a USB flash drive or burn an ISO file to a DVD.
Processor: 1 gigahertz (GHz) or faster with support for PAE, NX, and SSE2. RAM: 1 gigabyte (GB) (32-bit) or 2 GB (64-bit). Hard disk space: 16 GB (32-bit) or 20 GB (64-bit). Graphics card: Microsoft DirectX 9 graphics device with WDDM driver.
64 bit windows 8.1 has MORE requirements including LAHF SAHF CMPXCG16 etc.
Users get the STOP 0x0000005D error, together with four lines of information on a 32-bit system:
Line 1 – a code indicating a feature is missing and an identifier for the CPU
Lines 2-4 – Vendor ID strings
On a 64-bit system, the bugcheck shows the same STOP Error code as on a 32-bit system, together with the following four lines of information:
Line 1 – the contents of the standard features register
Line 2 – the contents of the extended features register
Let me mention that I can leave it in bios screen all night with out a single reboot but I can't even install windows 8 or 7, I own both disk and I used 8 on it before no problem but now it even reboots when it is installing. I can't install windows at all I reset bios to default which I never changed anything anyway. I took it apart my cpu or motherboard don't look fried

Please let us know if you are using a Dell OEM Windows reinstallation disc to install the Operating system or a retail Windows 8 disc.

I had the exact same problem and the fix for me was to change the ATA settings for the hard drive in the bios.
