Hello. Either you are using the audio vendor's driver or the Windows native audio driver. Whichever one it is try the other one and see if it makes a difference.

Sorry I can't be more specific but don't know what model it is. Here are instructions for switching between drivers for a model with Realtek audio.

1. Open the Device Manager (type devmgmt.msc in the search box).
2. Expand the "Sound, video & game controllers" and right click on "Realtek High Definition Audio".
3. Select to "Update Driver Software".
4. Click on "Browse my computer for driver software".
5. Click "Let me pick from a list of drivers on my computer".
6. Put a check in the box "Show compatible hardware" if not already checked.
7. In the list of devices, click "High Definition Audio" (the native driver).
8. Click "Next".
9. On the Update Driver Warning box, click "Yes" (install the driver).
10. Restart the laptop if prompted. If not prompted, then no need to restart.
[To get back to the Realtek driver,  do it again but reverse the names in steps 1 and 6.]

In both ways its the same. Maybe that's how dell made buttons work? But why rainmeter's widget "jumps" the same?

Additionally after doing what You wrote, once for few boots audio doesn't work. Its on, even if when laptop was turned off it was off, and only reinstallation of audio driver helps (tried removing and installing, removing, rebooting and installing, but it doesn't change).

On my laptop (Latitude E5420) with Windows 7 I am able to change volume by 1 using the volume slider.

What laptop model do you have?
