You can change that in your ATI driver settings.
I hope I translate right as I have the German Drivers
Got to Device or Display, in German it is ANZEIGE. It is the one where you can switch on an additional screen if you have one connected.
Then click on your TFT there and here you can set it
Go to Control Panel-->Display-->Select the Settings Tab-->Click on the Advanced Button-->Select the Displays Tab.
You should see four choices of various displays available. Choose Panel by clicking on it (The header is actually a button). In the bottom box, click the radio button "Expand while maintaining aspect ratio".

I am using windows 2000 and I do not see that option anywhere.
