It appears that you are connecting in this way = Dock DP out --> U2414H DP to mDP cable --> U2414H mDP in
You might try getting a different cable and testing this = Dock DP out --> retail DP to DP cable --> U2414H DP in Dock DP out --> retail DP to mDP cable --> U2414H mDP in
I would test directly from the laptop to take the dock out of the troubleshooting = Laptop HDMI out --> retail HDMI to HDMI cable --> U2414H HDMI in
Also, ask the Laptop users if the newer retail AMD Radeon R7 M270 will install.

I am not using
Dock DP out --> U2414H DP to mDP cable --> U2414H mDP
BUT I am using
Dock DP out --> retail DP to DP cable --> U2414H DP
Good idea, I am going to try connecting with an HDMI cable to rule out the dock. I will report back.

I also found this driver for the 3100. I am not really sure what it does. Did you try installing it?
