To the original poster; if you have a 32mb fx5200 your scores aren't way off. I just benchmarked a 3.06 W/ HT straight out of the box from dell with a fx5200 32mb and got 3750. The fx5200 card is junk; that's why everyone is buying the m9000.

Make sure you don't have aa and/or af on. Your scores should be MUCH higher than that. I got about 4600 on my 32 meg 5200, and that's only on a p4 2.66.
As for the 9000......LAF. That's a downgrade to the 5200 and anyone with an IQ greater than 15 knows it. The 5200 is no high end card, but it's at least a dx9 card. I'm no tekkie, but this smells like one of the mem modules might be fried. That's if the 64meg mem isn't on a single chip. I've searched this forum for someone who complained about the same symptoms. That's why I suggested the AGP thing, something about the card running at PCI settings vs the AGP. Think it was suggested they reload the Intel chipset drivers(maybe) and it seemed to have fixed it. Sorry I can't find the thread, I'll keep looking.
Have you tried booting from the Dell Diagnostic CD to test the card?
You may try re-posting in the video forum, but don't say anything about benchmarking or you'll attract debate. Some will talk about the overheating issue, just be patient.
I downloaded the newest intel chipset from the dell website as well as the microsoft chipset driver from dell, I've also run Dell Diagnostics on everything and passed,
If you haven't already done so, you may want to run the disc defrag and cleanup, eliminate all spyware, and turn off all uneeded background processes, especially anti-virus. Check out blackviper.com for the processes you can safely turn off.
Which drivers ARE you using? Are you using Dell's drivers? If so why not change to the latest and greatest- it makes a huge difference. By modding my clock speeds and sideband I DID increase my score but you will probrable get at least a 50% jump just by an updated driver. Also are you experiencing lag in games (as in you used to be able to play a game no prob and now it jerky?) Benchmarks check speed- not neccessarily quality. You may have a low score but your games perform fine and look great.

In the last month my motherboard went faulty (computer wouldnt turn on) and was replaced, the computer began to overheat, and so my fan was replaced, i also updated the video card drivers, chipset drivers, and bios to what they are currently,
SOMETHING, or a combination, of those changes is wrecking my video card performance, but what?!
The dell diagnostics all passed, I wonder if it is a memory problem, dell tech support wants me to format my HD and reinstall XP, but I have a feeling that wont work since it seems like a hardware issue, but i'll do it this weekend anyway,
PS. Higney, you have virtually the same system I do (except you have 1gig ram to my 512mb) in 3DMark 2001, when you go to system info, what values do you get for everything?

to be 100% honest with you I had your same problem a few months ago. I tried everything to no avail. What I would try last before reformatting is this...install DX9
B (download from microsoft.com) and update to the latest driver and modded .inf. Key points to remember when doing this... You need to UNINSTALL your current driver before adding a new driver. Also what I did to get 60.72 to work is download and install 60.72 DO NOT RESTART YET. Next swap the .inf file for the modded .inf and hit install again (within the nvidia folder) now restart. If those things do not work there is a big software holdup somewhere. These steps worked for my roomate but I had to reformat and start from scratch. Good luck

I've heard about similar issues in this thread. It's a long read but likely worth it. Something to do with the AGP setting.
