I would suggest you to update the BIOS on the system. Please enter your service tag # on the link below, select the OS, then download the BIOS from BIOS section onto the system and install it.
In addition, please run the diagnostics on the computer by following the steps mentioned in the video below and check if there is any issue with the hardware on your system.
i still confuse if the cause of my problem us just dirty CPU fan. i only buy my dell inspiron 5547 last december, so i think the CPU fan is not dirty enough?

My friend bought this inspiron DELL laptop in khamis mushayt saudi arabia, he lost his receipt thats why he cannot return the laptop where he buy it. The problem of the laptop when press the power button, there is no video displayed and a continous tick-tick sound occured, about 2-3 secs interval, I followed the video about dell in you tube, by removing the battery and ac adapter. Pressing the power button within 10secs. still same problem, although I see the LED indicator of the laptop lit. in order to shut-off the unit when tick sounds happen i need to removed the battery. A colleague of mine said it was a CPU fan problem. I dont have any idea how to open the unit since it require a user manual to follow how to open it.

thanks! according to the diagnostics tool there is no problem on my hardware!? i think the cause of the noise is the dirty CPU fan?
