High system System Interrupts above 20% CPU use at times?

Question

After installing new ram (2 kingston 8GB chips totaling 16GB RAM) my CPU usage has been unstable i go from 2% CPU use to 8% while the computer is idling at times it even jumps above 20% while idle at times when on load (playing games and such) it jumps between 90 and 100% normally at about 97 or so percent so its far from nominal it even does this when opening and closing things like google chrome and task manager  i am using a dell latitude e6540 with  Intel(R) Core(TM) i7-4610M CPU @ 3.00GHz (CPU:0) Name Intel(R) Core(TM) i7-4610M CPU @ 3.00GHzCores 2Performance Max Qualified Speed 3.00Max Turbo Boost Speed 3.69GHzCurrent Speed 3.59 Features MMX, PSE36, EM64T, SSE, SSE2, SSE3, SSSE3, SSE4.1, SSE4.2,AVX,AES FMA,XD,VMX,IDA,AVX2 Cache Summary L1 Data Cache 2 x 32.00 kbL1 Instruction Cache 2 x 32.00 kbL2 Cache 2 x 256.00 kb L3 Cache 4.00 OS:Microsoft windows 7 professional (64-bit) service pack 1directX version 11 8192 MB DDR3 (1600 MHz) Source SMBIOSMemory Size 8.00Memory Type DDR3(1600 MHz) Memeory Manufacturer Kingston Memeory Part Number KN2M64-ETBx2 i started getting high system interrupts and erratic CPU use after installing the new ram i'm guessing that it isn't very compatible and i've probably voided my warranty by installing it  i'm sorry if this is the wrong place but it looked like the right one to me

Hi,  Did you try with the old memory again? Update the BIOS just in case. Please provide us the model numbers of the new memories that you installed. Regards

I haven't tried the old memory again yet (I really should have before posting this)

I'll try updating the BIOS I didn't want to because I was worried it would cause a system crash or corruption if it was indeed a incompatibility

believe this is the model numbers KN2M64-ETB it is the model number according to Dell support assist
