What is the system model? Is the OS - Win Vista - assuming you have mentioned "dell vista" in the subject line? Do you have an external keyboard to connect with? If yes, we can help reset the keyboard settings. If not, follow this link - http://dell.to/1F96Uuf - try safe mode / last known good configuration. If not, try system restore to a point where it was working earlier.
