Check if the F12 key works on the Dell logo, If yes, Run a thorough hardware diagnostics, Keyboard may start working after the reboot once the tests are done.
Else , Please update the BIOS to the latest version from www.dell.com/support .

Hi,
What model PC is it?
In most laptop's there is a key to disable the Touch-pad, not the keyboard.
Can you try using an external keyboard to check if that makes any difference?
