Well, I e-mailed Dell UK Customer Support about the problem of the missing cd, and got one of their automated replies saying that my e-mail was in a queue, and that someone would deal with my problem in turn. It has been over a week and a half since I first e-mailed them and still no reply.
I've herd about being put in a queue when being on the phone to someone but never having an e-mail being put in a queue.

Since I am in the USA, my CD could be different. Do any of your CD's have the ToolsFile folder with the file R71109.exe?
I e-mailed Dell's UK/European Customer Support on the 26th May 2004 requesting the missing CD containing Dell Media Experience. I quoted the correct European Part Number G2874, and as of yet have still herd nothing from them.
Why does no one from Dell's UK/European Customer Support reply to e-mails sent. I am finding the whole experience of requesting Customer Support very disheartening. This is my first Dell computer purchased in on the 2nd of April this year, the reason I purchased it was because of Dell's reputation for providing high quality computers and customer service.
I will try contacting Customer Service again by telephone tonight when I get home from work, as I do not have my computer's service tag details with me and see if I can get any response speaking to someone in person.
If you have any ideas as to what steps I should now take, I would be very gratefull.
This is regarding an Inspiron 7500 w/ a 32X CD/Floppy combo, factory install (IDE drive).
I am currently enjoying a systems crash (probably corrupt Win98SE O/S) - I have been able to reboot into DOS @ rescue files thru FDD & external Zip:\. The FDD works fine. All other hardware seems to work fine.
However, the machine can't find the CD:\ - it has power ("drive working" light flashes @ pre-boot diagnostics) but no other connection. The BIOS systems report (after accepting the BIOS password) does not report a second IDE drive (does report the HDD/fixed disk). It does report mouse & kyb, which seem to work OK.
I have tried changing the boot order, switching FDD & CD drives to all possible positions - no joy! I can't find any other BIOS/CMOS setting for CD.

Wouldn't you think that they would include it on the European Tools CD considering the fact that they installed it in the first place.
What is the point in having a piece of software loaded onto your computer and then not being able to re-install it iif something should happen.

I agree. What I want to know is how to get hold of it without having to fork out for the Cyberlink equivalent.
