Is the panel in that review (AUO B140HAN) what all FHD E7450s are fitted with?
(screen quality is important to me, and I want to know that I would be buying what I'm expecting)

The LCD panel on the E7450 isn't IPS. It's a Full HD panel

That is one of the panels that's available. There are other manufacturers panel available as well - the specs will be similar.
Unfortunately there's no way to guarantee what panel you will get.
