A lost hard drive password cannot be removed - if you've had Dell issue the system's master password and it's now gone, along with the BIOS portion of the hard drive password, the cheapest solution is to replace the drive.
If you need the data from the drive, you'll need to send it off to a data recovery company. The downside of the hard drive password is that once it's lost, there's no way for an end user to remove it.
