The 8000 series all have mobile CPU's which are cooler and thus should not use fan very often (espacially the 8000,8100 & 8600 have very cool cpu's and should only use rarely fans when doing standard work).
The 1100/5100/5150/9100/XPS all use a non mobile variant of the P4 which gets hotter. Those machines their fans are indeed on most of the time. The fan doen't drain that much of the battery. Most fans use arround 0.5 watt so they will shorten battery life by max 15 minutes.
Do as jacika said, get fangui, it is a great tool to monitor cpu temps. Also make sure their ain't a loose program or process eating 100% cpu all the time
True, I was actually refering to the mobile P4-M's. Those run way cooler than the Desktop P4 and mobile P4's. I don't think the mobile P4 is much different from a desktop P4 in heat and power use at full speed. The only addition seems to be that they added support for lower speed (1.6 Ghz).

Install I8kfangui from http://www.diefer.de/i8kfan/index.html and monitor temperature of your CPU.
If is auround 55 C is OK. Fun will switch ON when is nessesery to keep this (55) temperature.
This is great tool and it will help you.

Beg to differ. The 5150 uses a Mobile P4. The others you mention are P4's.
