It looks like the oldest adapter Intel supports with WDDM 1.3 is the 4000 series -- not the 3000. If they haven't announced support for 1.3 yet, it's either because it's not possible from a hardware standpoint or because they're not going to commit the resources for doing so -- in other words, it's unlikely you'll see updated drivers released.
