What screen do you have? You'll never see anywhere near 11 hours (or even 8-9) with a 4K resolution screen.
With an FHD screen and solid power management settings, 8-9 should be possible -- and if you have the 4K screen, cut those numbers in half, so if that's what you've got, 4.5-5 hours is pretty good and you likely will not see more runtime out of the battery.

No. As I have written, I have the full HD (and not the 4k) version.
Settings are:
20 to 30% brightness
full hd
wifi
internet browsing
I think 4 hours with those activities is ridiculous. If I try to process a PDF file is goes down to 2 hours...

Hello! All things being equal, I would say your battery is having issues and would call Dell Tech support to get your battery replaced.
