Are you having any problems with the rest of the FN keys or just the F11 and F12? If you hold the Function key down (FN) WITH F11 and F12 does anything happen?
There is a setting in the BIOS that may help, hold the shift key down while clicking restart and choose BIOS, Once in the BIOS choose the "advanced tab" and then look for function key behavior, toggle the settings listed and see if any setting helps.
The only other thing that I can think of is making sure that you have Dell Quickset installed, you can download it here.
