Run Dell F12 Preboot Diagnostics tool to check the hardware on computer. Please follow steps below:
1. Turn off computer and disconnect all peripherals - printer, flash drive, external drive, etc....).
2. Power on system, quickly start tapping the F12 key continuously. In boot menu, stroll down to diagnostic and then click on it. After quick tests, click on hard drive and run Thorough Test mode. Report back any error code. Please click on link below:
If none of the steps work, I suggest you purchase a 16GB flash drive from your local (Walmart) store. I do recommend SanDisk Cruzer Glide flash drive. In the link below, download Dell Windows Recovery Image from another computer to reinstall windows 10.

If I am reading you correctly, you were able to into the 'Advanced Option screen' and try to run System Restore, but it did not work, correct ? If you're able to boot into Advanced Options and see Troubleshoot screen again then I suggest you run the 'Reset This PC', see image below:

After you download the Windows recovery image file, follow these instructions to create a bootable USB drive or DVD, copy the recovery image onto your bootable media, and then use the media to reinstall Windows on your Dell device.
