It's the power plan on the system. It supposedly help extend Battery life. You can view the battery setting in the BIOS or right click the battery icon, click Dell Command | Power Manger and then Change Setting.
You can also view more information about the battery in link below. After, click on Driver & Downloads, click 'Find It Myself ', System Utilities, Dell Command | Power Manager, and then Documentation.
