Dell Inspiron 3521 HID Compliant Touch Screen Issue!

I've had this Laptop for about 2 yrs. When advised to update from Windows 8 to Windows 8.1 my touch screen stopped working. I've tried to reinstalling it from the disk. But as soon as I take the disk out the program disappears out of the device manager. Funny, with the disk in the DVD tray the HID Compliant Touch Screen works. Way is this happening? Why does it disappear?

Lastly,

* Check and see if all the latest windows updates are installed on the system

* Install Chipset drivers from your Dell Product Support page. Please enter your service tag number onto link below ( or use Detect Product):

Drivers and Downloads

* Type Device onto search box, expand Human Interface Devices. At the device manager taskbar, click Action, and then Scan For Hardware Changes. Hopefully touchscreen driver appears. If that doesn't work, click on View, and then Show Hidden Devices.

If the touchscreen still isn't fix, I suggest you calibrate the touchscreen. Please follow instructions to calibrate the touchscreen in the link below:

Please power off system. Remove all peripherals, AC adapter, and then battery. Press the " Power On" button for 15 seconds to release Static Flea Power. Replace battery, AC adapter, and then power on system. Hopefully touchscreen is working again.

Well, it took me about 3 days, but I think I may have found the problem. I did go to the DELL SUPPORT ASSISTANCE program and ask for the HID COMPLIANT TOUCH SCREEN update, which it did download and then I looked in the device manager to see if it was there, which it was. And it was enabled but still wouldn't run. So I went into the TASK MANAGER to check there and found out that it was in the task manager but it wasn't running in the start-up screen. I tapped on the Human Interface Device to RUN,.... and wah lal. It started running. But I suggest you restart your comp to insure it will still be running on start-up.
