Dell XPS 13 9350 i7 will not go past .78 GHz on the processor. PLEASE HELP

Literally anything I do the max is .78 GHz and I can barely watch a YouTube video because I am barely even using the processor. The laptop is so slow because of it. I have tried basically everything, disabling speed step in bios, adjusting power options, updating bios, updating drivers, etc.. Please help me.

UPDATE: It will go above .78 GHz in safe mode. I just did another fresh install and it still is at .78 GHz in regular windows. What gives?

They seem to stay at the lower speed more than you might think.  While at this speed do you see the CPU utilization maintaining levels?

You state your tried different Power Schemes, have you tried the High Performance for testing?  If the speed does not increase when you select it you might want to try a reboot.
