Please try a system restore to the last date it was working fine. Also try to the run hardware diagnostics by pushing F12 at startup. After the diagnostics are over, try using the touch pad input to select the options on the screeen, post back to let us know if that works, or contact Tech Support in your country for additional troubleshooting.
Please expand Human Interface Devices in device manager, click View at the taskbar, and then select Show Hidden Devices. Hopefully touch screen driver appears.

The hard drive crashed last year and it has not worked since. I tried running the diagnostics but it still is not working.

Please click on "Choose A Diagnostic Test" in the link below and then run a custom test on Touch screen and Hard drive. Report back any error code.
