Have tried everything but failed to install or because the machine is running windows 10 insider build 16281?

Have you already tried redownloading the file and/or restarting the PC?

I suppose that's possible.  I don't use Insider builds myself, so I can't test it.  Sorry!  You can try running the BIOS update from a WinPE environment to see if you can get it to start from there in order to avoid having to install a full Windows version somewhere just to perform a BIOS update.  Not sure it will work, but probably worth a shot.

Install the bios version 1.3.0 from the winPE environment is normal, but in the environment of windows insider 16281 is not.

you might be running latest version already.. check your bios version

I'm having the same issue with the same model, but I'm not running an Insider build of Windows. I'm on the Current Branch, 1703, 15063.608. I've tried installing repeatedly, both via Dell Update (1.9.20.0) and via the standalone installer (XPS_9550_1.3.0.exe). System freezes on every attempt while trying to restart.

I don't know what changed, but the installer needs to work with Windows, and further via the automated Dell Update application that many users rely on. WinPE may suffice as a workaround for technical users, but it's an insufficient level of support for the general public.

EDIT: Shortly after posting the above, I did actually manage to get it installed. Dell's Windows installer still failed on reboot, but this time it managed to do so AFTER delivering its payload. Still, it took roughly 10 attempts total before this happened.
