Ummm, no. That doesn't make any sense. The audio played for thing like 'You've got mail' etc are played from the local drive. Why even bother anymore, Bob?
I still have the same problem. The event messages from the "Sound and Audio Devices" of the Control Panel reproduces the corresponding lines normally and also the right-click download "save and play later" mp3 files sounds ok.
The on-line event messages or midi files are still distorted and incongruous as "madd cow".

This sounds like the speed of your connection is causing the delay in downloading audio from a web site.

I'd suggest reinstalling the audio drivers first.
