The fans are generally controlled by the BIOS. Are you running any hardware monitoring programs or have you downloaded anything that checks or controls fan speed? First I would check the BIOS settings to make sure something wasn't disabled, and then I would run an antivirus/malware program just to be sure. If its getting too hot, do not run the system and call tech support for troubleshooting if you are under warranty.
