I hate finding the answer after posting for help. After seeing that there have been numerous issues with the Black Border symptom, I found a fix that actually worked for my version of the problem, posted by Brian Aldrich, listed below.

quikscream Forum Member actually, i found how to fix it. turns out omegacorner does address it:
1- Make sure you monitor is identified as Plug & Play or WinXP is using your Monitor driver. 2- Right Click an empty space in your desktop and click PROPERTIES, in the display properties, click the followings: SETTINGS, ADVANCED, DISPLAYS, MONITOR. Click PANEL. On monitor attributes, click scale image, and choose one of the two choices (retain ratio, stretch regardless.)
this fixed my problem, hope it fixes yours.

Has anyone else experienced this?
Also, seemed to work for WarcraftIII in 1024x768, 1600x1200, but not 1280x1024 ..
1280x1024 would still be expanded to full size/distorted.
I just bought an Inspiron 9100, recv'd this week.. so I'm still running the Dell factory-installed drivers.
