Have you run a virus check and updated your virus definitions? Will it start normally in safe mode? Try both of those.

thanks for your advice.

however, can you tell me how I should start up in safe mode? as soon as I turn on the laptop , I get the message "no ticker time interrupt".  Can I overcome this by pressing a certain key at the moment that I switch on the laptop ?

Also, you may have a bios or hardware problem occurring. If you can't get into safe mode, call Dell for service.

As soon as you push the power switch, repeatedly tap the f8 key until you get a menu. You will not be to Windows yet - it will just be a start menu. Select the safe mode choice. If asked whether to go interactively, select no. Once in safe mode, you might be able to find the culprit. Sure sounds like a virus to me.
