Both monitors are U2515h. Not sure if that changes anything. If the adapter cannot upconvert, is there any other adapter that I can use to get dual monitor setup working?

Even the second monitor is U2515h. If I cannot upconvert laptop VGa output, is there anyway I could dual monitor setup working?

The U2515HX and U2515H are the same monitor. The U2515HX shipped with the HDMI to HDMI cable and DP to mDP cable. The U2515H only shipped with the DP to mDP cable.

A Laptop VGA out port cannot upconvert to a monitor DP/mDP in port. The adapter you bought is designed to do the opposite =
Laptop DP out port --> DP to VGA adapter --> VGA to VGA cable --> Monitor VGA in port

I need data on that second monitor.

ThinkPad T510 video out ports = DP/VGA
U2515H video in ports = DP/mDP/HDMI
Second monitor video in ports = ???

Yes. But the ThinkPad T510 VGA out port will not drive up to the U2515H optimal 2560x1440 60Hz resolution. All you will get is 1920x1080 60Hz.

ThinkPad T510 DP out port --> DP to mDP cable --> #1 U2515H mDP in port
ThinkPad T510 VGA out port --> VGA to VGA cable --> $15.99 VGA to HDMI adapter --> HDMI to HDMI cable --> #2 U2515H HDMI in port
