If its heating up as bad as you say and the fan is not running this is a problem. Yes if you plan to use this laptop for awhile yet you need to find out why the fan isn’t running or its also possible the vents and or fan are so plugged with dust that it does not provide enough air flow. Also make sure bottom and venting below screen are clear.

Laptops have internal heat sinks.
Check heat sink.
Check whether the fan is working properly or not?
Use some solid surface, try cooling pad.
The repair of laptops often makes it behave like this. If the problem persists. Go to dell nearest customer care centre. Don't try local repair.
