You'll never get full performance out of an NVMe drive on an Inspiron -- the drive runs in GT2 mode (power saving). You will only get full 4X performance (GT4) out of the newer XPS systems and Alienware/Precisions.
Try enabling the thorough boot -- see if that alleviates the problem of the drive hanging on powerup.
It may in fact not be Dell - -but Samsung. Their new drives often undergo a series of firmware updates to improve compatibility. Does your drive have the latest Samsung firmware?
Worked fine for me with ADATA SX8200 pro PCIe SSD. However, the transmission rate of this laptop is not the same as the transmission rate of my desktop computer with the same SSD. I think the design of the motherboard or other hardwares may limit the transmission rate.
My scores in Crystal Disk Mark 6 / Samsung Magician are around 1700-1800 MB/s... fresh Win10 install, empty (newly purchased) Samsung 970 Evo plus 500GB...

yes, the Samsung magician software says it's on the latest firmware.

I'm more concerned about getting the nvme ssd work more reliably than the speed.
The speeds are still good compared to the sata.
