Hi 7588 / 8750H, exactly same issue here!
Also another issue detected is:
Laptop freezes and locks up video output only while connected to AC, I have to remove and replug the charger to make it work again... (happened at least 12 times just today, completely annoying)

8750H in the G3 has the same throttling issue, played with one in the store. 

 

The salesman was shocked to see how bad the performance was on the battery for both the G3 and G7.

Hi

 

My G7 has the throttling issue when it is stuck at 8x.    I would of never acquired this notebook had I known of this issue.     I would like to find a G3 in the store with the i5-8300H CPU and see what it does when on battery.

 

I have a latitude e5570 with the 6440HQ cpu and it does NOT get limited when on the battery, it will run at 3499 when running cpuz bench/stress test.

I have n G7 with  i5-8300H CPU and the same occurs.
Max core frequency locks at 0.8GHz.

I was monitoring with Intel XTU and when on battery power, the Power Limit Throttling flag keeps on and on all the time.

When plug on AC, the frequency jumps to 3.8GHz+ instantly.

Exactly same error on my g7 on the latest bios update 1.15 (8th Oct). Dell support has no answers whatsoever. 

And this is not OS specific. Tested it on Ubuntu as well. 

TDP drops to 15W with processor capping at 0.79Ghz on battery. 

Once connected to an AC source, everything turns back to normal. 

 

Now what I found wierd is tyat this problem started right after I updated to the latest bios, it's been 20days since I got this machine and the last 5 days after the update has been extremely proposterous, coming from a company with so many products up the line, check my post out  for more.

I have the same issue, this is totally unacceptable. They need to release a BIOS update to fix this ASAP.

I too have same issue, laptop caps to 800Mhz on Battery when you stress it.

Its not possible to play games or do heavy tasks while on battery, a laptop with Intel  Graphics performs better .

 have same issue  but in different way when i connect my charger to my Dell G7 while gaming (crack games) its starts to throttling and geting to heat up so i cant play games help!

Hey, so I recently updated to BIOS version 1.8.0 and I am not only getting extremely low performance when on battery (231 CB score is unacceptable) but I am also getting very poor battery life, as the processor is stuck at 12-13W minimum even when idle. I have a -0.150V core and -0.125V cache UV applied. 1. Dell G7 7588 2. 1.8.0 3. i7 8750H 4. 1135 5. 231 6. Briefly runs on A/C at 3.9GHz and 73W before power throttling down to 3.26GHz and 45W 7. 0.8GHz throughout the test. 8. Max on A/C: 73W, Max on battery: 15W

Same here on a G5 5587, looking for a way to return this "laptop" which is actually just a desktop that is a little more portable with a built in monitor and battery that you cannot use unplugged. VERY disappointed in Dell for releasing a product with a defect that could have been found with VERY simply QA on the line. I have extensive IT experience including hardware troubleshooting for over a decade, this thing is a joke.

I found that on battery the processor was forced to have a min. frequency of 100% so it was always stuck at 4ghz. This can be changed in advanced power settings, the new bios updates are... better but i still prefer hwinfo to control myself.
