There's a firmware update for the TB16 that includes a firmware update for its USB controller, but it seems some users are having trouble getting the firmware update to install. Ironically for you, the update is successful for all components except the USB controller firmware. Underlying cause hasn't been determined yet, but hopefully Dell either issues a new firmware update that works properly or issues some other system update that allows the existing firmware update to be executed successfully. But just to confirm that you have in fact installed all applicable updates, you might want to manually check support.dell.com to ensure you have the latest version of all of these. Sometimes Dell Update can miss things:
- System BIOS/firmware - Thunderbolt 3 software/drivers - System Thunderbolt 3 controller firmware (not part of the BIOS update) - ASMedia USB xHCI host controller driver - TB16 firmware (if you can get it installed successfully)

In the last 2 weeks, 2 other computers have problems with USB devices, they do not get back online when the computer is docked in an "active state" (have to turn off computer and power it back on, or plug USB keyboard in the laptop directly)
yea if the keyboards and laptops are plugged directly into the laptop no issues, also rebooting fixes it all. But they want a permanent fix. I bought 20 of these docks and laptops for our org.
Update : The laptop I thought "solved" is not. USB lags still present today. We bought all those TB16 as an easy solution to speed up relocations in the organisation and users can't get their USB devices to work after moving from desk to desk.

Which TB16 are you using 180W or 240W. It seems that on our 5591 with i7-8850H/32GB/512GB SSD and Nvidia MX130, 180W is having an issue with 240W works just fine.
Do you think 180W is not powerful enough? Any official Dell statements that 180W is enough?
I'm having the same problem with a brand new TB16 and a brand new 7490. If I plug a mouse or a keyboard into the TB16 USB slots, it lags like crazy, jumpy and unusable.
If I plug the mouse and keyboard into a USB hub and plug THAT into the TB, still laggy and jumpy and unusable.
If I plug the mouse and keyboard into a USB hub and plug that into the laptop itself, it's fine.
I also cannot run the TB16 firmware update as I'm "up to date" on everything except the ASMedia USB firmware part which fails.
I'm not using the 240w power adapter, but I have one on order and will try it as soon as I get it. I shouldn't need a 240w power adapter to use a keyboard and a mouse with the TB16 while charging a 14" ultra portable.
Forgot to add this fun story about the crappy USB port problem on the TB16 dock that happened to a user yesterday:
User plugged their iPhone into the front USB ports on the TB16. iTunes opened up and said she had a software update available. She said sure, why not, and ran the software update.
Since the USB ports **bleep** out and stutter on the mouse and keyboard, they also **bleep** out during apparently any data transfer including the "don't you dare interrupt it" phase of upgrading iOS.
Bricked her iPhone and dumped it into Recovery mode. Completely unusable until restored to factory defaults. Thankfully she had an up to date backup of her phone so this was "only" an hour long fix that took time away from our day for both of us.
I got a similar problem but with WD15 dock. I got no dGPU and original PSU shipped with laptop was 90W. I bought a dock with 130W and guess what? Bios reports the PSU is too weak. I ordered 180W for it and hope that I won't need to buy a 4th PSU 240W for this bleeping docking station. I don't get it completely...
My reseller quoted be $109 for a 240w power adapter. It's ridiculous that these TB16s want so much power, but doesn't actually need it to run 1080p screens and charge a 14" laptop.
I've run the TB16s on 130w and other than it yelling at me constantly about being under powered it works fine. Battery charges, no throttling, etc.
Confirmed that this USB issue is still a problem with a brand new TB16 dock using a 240w power supply, with a fully updated laptop BIOS, full updated laptop drivers, and TB3 drivers and TB16 firmware. It was actually quite a process to make sure absolutely everything was updated, as some things didn't show up on Dell Command Update, and during the Update process for the TB3 the progress bar simply stuck at a certain point for 20+ minutes and you didn't dare turn the thing off or you'd probably brick your TB16.
Plugged the $20 AmazonBasics wireless mouse back into the TB16 and it lags and skitters like crazy. Plug it directly into the laptop and it's fine. Similar experience with the keyboard.
Bottom line is that the USB ports on a brand new, fully updated TB16 dock on a brand new, fully updated 7490 or 5590 doesn't work reliably enough to be useful. I suggest using a USB hub and plugging that into your laptop and bypassing the TB16.
It's a garbage fix for an expensive dock that draws too much power and I'd love to hear someone, anyone from Dell comment on this.
I just want to confirm having similar problem with: TB16 + 240W + precision 5530 Everything updated to the latest version. Is it a known issue for dell? will there be any firmware update?
I've the same problem without docking station but with a Hub USB. For me the problem not is the powersupply, but the simultanely use of USB, during the transfe of data the transferate isn't costantly and the mouse and keyboard show the problem.

For that reason, we only buy 240watts. Depending of the weeks, we get them at 290-330 CAD$.
The concerned laptops worked flawlessly for months, then in september, Dell updates broke the USB accessories...
