I had a similar problem when I first hooked up my 2001FP. It turned out to be the cable seating. Double check that the cable is seated properly and does not make any hard 180 degree turns. If the cable has to make a 180 give it enough room so as to not be pinched. Good luck!

I had the exact same issue. I also have a geforce 6800 ultra with a 2001fp monitor. I hooked it up using dvi and on random web sites it would keep turning on and off. The simple fix was to just switch which dvi port that you are using from the vid card. I switched it to dvi out port 2 on the video card and all the turning on and off stopped. Mark
If the power light is not dimming or going yellow when this occurs then it is the signal itself, I would try to re install the video driver, make sure your monitor refresh settings are correct and see how that goes. If when this occurs you observe your power light flashing or going amber, then you have a power or control problem. If the latter you may want to contact Dell support directly.
Since your machine is new, you may want to, if you haven't already, open it up and reseat the video card, and check any connectors that possibly may have come undone or loose in transportation. Also as other contributor indicated, reseat your signal cable.
