Non English keyboard like Japanese ones are only available in Japan, so you will need to contact Dell Japan. You can try finding their contact number in http://www.dell.co.jp The website is in Japanese only, you should ask your Japanese friend to check it.

yes my Japanese colleague tried to contact Dell Japan but got the reply that it was not possible to buy the keyboards as spareparts. However, if the keyboard breaks, they will replace the Swedish keyboard with a Japanese... We are able to buy French, German, Hebrew, Arabic, US, Hungarian etc. etc. keyboards here in Sweden, but not Japanese... I have contacted Dell Japan and I hope they can help me with this.
I understand your frustration. I live in Canada but write a lot in German and prefer to use an internal German keyboard. I can't find _any_ manufacturer yet that can ship such a beast here in North America. I always have to convince one of my friends in Germany to order and send me one. Swapping them out is easy.
If you really get stuck, I happen to have an external Japanese keyboard sitting unused on my shelf. If you want to pay postage I'll send it to you. If you want to see a picture of it to determine if it's suitable, I'll send you a photo. I don't want to throw it away, but it's just taking up space in my crowded home office.
