not sure if it's your best option, but something that might work:

boot up with a boot disk (with ntfs support) and see if you can access the drive (or put the drive in another computer and boot from another drive) ...  backup the data files, then clean install XP.  Then restore the data files.

When I am able to get the computer to boot from the CD-ROM I am able to get to the recovery console.  However, I am unable to fix the problem.  I'm thinking that there are several problems, one of them being the CD-ROM...  Sometimes it will read the disk, other times it won't.  Most frequently, the latter!
